For three years now (started 2007 up to present), Web Design Wall, rounds up the best CSS design at the end of each year. The site selected 50 nicely designed web sites in their Best of CSS Design 2009 list.
The site says that the trend in the past year are mostly minimalistic designs with serif fonts. The large background is no longer like back in 2008 and was replaced by texturized background this year.
